Gary Ray

General Counsel

Gary has been practicing law since 1993 and has extensive experience as both outside legal counsel (Sidley Austin and Ray Law, LLC) and in-house counsel (Vice President and General Counsel at 360networks Inc.) He is a member of the Colorado State Bar and the Texas State Bar, and he is a licensed intellectual property attorney with the United States Patent and Trademark Office. Gary is an accomplished IP litigator and has represented all manner of clients from Fortune 500 companies to start-up companies in US district courts, the Federal Circuit Court of Appeals, and the US Patent and Trademark Office. At 360networks, Gary managed an array of complex legal issues, including acquisitions of other telecommunications companies, regulatory proceedings, class action lawsuits, and network capacity transactions. Gary joined KAUST in 2016 as Associate General Counsel. He was appointed Head of Legal in March 2022 and subsequently appointed to his current role in June 2023. At KAUST, he has advised on a variety of issues, including commercial transactions, intellectual property matters, research collaborations, litigation, institutional governance, employment matters, and investments. 

Prior to his legal career, Gary worked as a reservoir engineer with Shell Oil Company where he designed thermal enhanced oil recovery projects and waterfloods. Gary graduated magna cum laude from Mississippi State University (BS in Chemical Engineering and Petroleum Engineering). He earned his JD from the University of California, Davis and served as Articles Editor of the UC Davis Law Review.
